SECOND PUBLIC OPEN DAY – 12th October 2013 – all welcome

Everyone is welcome to our next event on Saturday, 12th October from 10.00am until 4.00pm at Adel St John Church of England, Primary School, Long Causeway, Leeds LS16 8EX.

Drop in to suit your time commitments, bring the family and learn about the latest news on land developments and research findings.  The Adel Neighbourhood Forum has been set up to give a renewed sense of ownership to the Adel Community and ensure that local people have a strong influence on the future of our area.

The first successful Open Day was held in April 2013 when a number of important issues were identified. As a result we have set up Focus Groups to look at housing; traffic and transport; green space and the environment; businesses and local services including education, health and leisure.  We now want to feed back our findings and need your help to discuss them in more detail so that we can create a Neighbourhood Plan. There will be a chance for people to discuss these issues in detail with Members of the Forum including Councillor Barry Anderson.

Major concerns have been expressed that local services are already working to capacity and that these may be stretched to breaking point when new developments take place.

What should the future of Adel look like? Join us at this event and complete our simple survey on what local people value, what changes you would like to see and how your housing needs are likely to change in the future.

1. Ian welcomed everyone to the meeting.

2. Nomination and Election of Treasurer

 

Mr. Johnny Abraham was elected as Treasurer. Tamara Dervish was elected as Deputy Treasurer.

 

  1. Current Status of the Neighbourhood Forum

 

The boundary issues have taken longer than was thought to resolve but are now agreed. Council officers are satisfied with the boundary drawn.

 

The current status is an Interim Neighbourhood Forum Group.

 

  1. Leeds Site Allocation Plan

 

Cllr. Anderson reminded everyone that the closing date for comments and objections is 29th July at 5pm. He suggested people either send an email to ldf@leeds.gov.uk or send a letter. He explained that he had suggested some sites in the HoltPark area as an alternative to the Dunstarn Lane site, thus keeping the numbers the same. Comments on the site opposite the Church should include reference to asking the Council to put it back to a PAS designation.

 

ACTION POINT – John and Ian to send a response to the consultation as the Interim Adel Neighbourhood Forum Group.

 

  1. Summary on the work of the Focus Groups

 

  1. Highways & Transport

 

Geoff Steel is leading this group and gave a short update from the meetings he has held and the report he has produced. Geoff asked if this report could form part of the Interim Report which is due to be published in October. It was agreed this would be done.

 

ACTION POINT – Caroline to send Geoff’s report out to all members of the Forum.

 

ii          Education

 

The Group has met, in addition a meeting has taken place between Ian Bond, the two Head Teachers of the local Primary Schools and 2 Governors.

 

The issues with education remain the same – lack of places to accommodate any new children moving into Adel. Ian has also written to the Head Teachers of the secondary schools that are in the Adel catchment area. At least 3 want to meet with the Forum in September.

 

Cllr. Anderson read from a report presented to the Council’s Executive Board regarding new births in the city. On new births alone the city will need 22 new forms of entry at primary level and 2 new high schools. This is before we factor in any new housing development.

 

Geoff asked that the Education group put their report together to build up the Interim Report further.

 

iii         Business Community

 

John Hartley gave an update on this. There are currently 258 businesses in Adel, which is a mixture of offices, shops and people working from home. The group is going to discuss business rates with the Council’s Economic Development Department to see whether a reduction in rates can be negotiated for the businesses. He also envisages a networking meeting for business owners to see what develops from there.

 

Broadband is an issue that is at the forefront of most businesses and we need high speed broadband in the area as quickly as possible.

 

iv.        Housing Design and Green space

 

Nick  Brown gave an update on the group he was working with. They are using the Adel Neighbourhood Design Statement as the foundation for their work. Currently they are looking at housing design, market values, social housing, and typology. They would like to put their work into diagrammatic format. Nick is happy to deal with both topics but would like 7 or 8 members so the tasks can be separated out.

 

  1. Community Facilities

 

Ian said that Laurence Tewfik, a member of this sub group, had looked at the responses from the consultation day and identified issues from that. Analysis showed concern over GP facilities in the area. There are also transport problems getting from Adel to say, HoltPark, or to the 2 major hospitals in Leeds.

 

In respect of encouraging healthy lifestyles they had also touched on the need for cycle paths, public footpaths etc. Play Areas is also an issue and currently the Adel Association has asked Council officers to identify some sites for use as a play area.

 

A Green gym has also been suggested along with whether we need community centre provision or to make better use of current community facilities. Other facilities requested were a pub and allotments.

 

  1. Survey

 

Jane Riley is taking forward the survey which will go to all residents. She is keen to do this professionally and ensure that we encourage as many people as possible to complete it so we should have a number of different ways it can be done. She suggested we hold a festival or fair which would have a number of different stalls to give people something else to look at along with them coming to complete a survey.

 

Keith suggested we hold a further public meeting or open day in September. Geoff suggested 14th September.

 

ACTION POINT – John, Tamara and Ken to help Jane with the survey.

 

  1. Funding Options

 

We agreed that funding would be required and currently have a small amount of money from the Area Committee grant. Cllr. Anderson asked the group if they intended to purchase professional help to represent us at the public inquiry that will be held into the potential development sites.

 

  1. Communication & Publicity

 

John outlined our current publicity drives which are the three free magazines that come to each house every month and we are featured every month in there. We can get YEP and YP as soon as we have a story to tell.  We have a website and we will soon be live on Twitter.

 

Ian thanked John for all his work on the publicity angles.

Potential Housing Development across Leeds

 The numbers in attendance at the public meeting on 7th June 2013 regarding potential housing development at Adel Memorial Hall showed just how serious this issue is to residents in Adel.

Whether or not you were able to attend the meeting please remember to take part in the consultation, which closes on 29th July. You can do so online www.leeds.gov.uk/siteallocations .  If you are not on the internet you can send objections/comments of support by post to LDF Consultation (Site Allocations Plan), Forward Planning, 2 Rossington Street, Leeds LS2 8HD.  You must include your name and address and the site reference number(s) you are commenting on otherwise your comments will not be taken into account.   The site that generated considerable concern is the field opposite Adel Parish Church, adjoining the new housing being built. This is referred to as Site Reference 2130. It has been designated amber which means it has potential to be developed but there are issues to be resolved. If you care about this site with its historic significance and proximity to the church and conservation area, it is important you make your feelings felt as well as any of the other sites in Adel you are concerned about. You may also wish to support the sites that are currently red, remaining as red designations i.e. will not be used for housing.

The views of a community do count and will be considered by the Planning Department.

Mike Dando, our Planning Aid contact said this was a good turnout.

Barrie Hopson praised the Forum for the excellent organisation on the day.

Nick went on to give an overview of comments on each of the topics.

 Green Space and Heritage

Protection of the green spaces

Enhancement of the green spaces

Footpaths, cycle ways, links to all green space

Comments on the Church, its setting, its heritage

Church at Eastmoor also mentioned as an asset

Seven Arches Viaduct mentioned as an asset

Housing

Broad range of comments. Strong themes came out on the type of housing required and the desire for smaller properties e.g. bungalows.

Access for the elderly and disabled

Affordability was a theme

Affordability for younger people to remain in the area or move back to the area.

Need for sheltered accommodation, perhaps warden-assisted care.

On the design front a high level of support for maintaining the character of Adel i.e. its individuality amongst its properties.

Support for need for developers to sell individual plots to people to build their own houses.

 Education

Clear messages re issues and challenges of schools being oversubscribed.

Adel needs a new school – suggestions on where it should be.

Also High School provision required – could we have a through-school in Adel i.e. from age 3 years up to 17.

Need for safe play areas.

Need to have the current schools used outside normal hours for other things e.g. Adult Education.

Community Facilities

Support for a good pub in the area.

There is no community or centre of identity

More access to local GPs, community centre for meeting

Somewhere for children to play

Support for a skatepark

Allotments also featured in the suggestions.

Strong feeling that people would like to walk to the facilities in Adel

 Businesses

Some people felt that they did not want any more businesses in the area, it is a residential area.

Some people think the shops look scruffy

High Speed Broadband needed for home workers

We need somewhere for people to meet

 Highways

The analysis for this was not yet complete but clearly some issues stood out e.g. Church Lane/Adel Lane has issues with both rat running and on weekends with the sport being played on Bedquilts. Sometimes speed is an issue and other times not being able to move is an issue.

Impact of the Trolley Bus on the current no. 1 and no. 28 services.

Cycling – cycle paths wanted from Adel to Headingley.

Once Nick had given the analysis a discussion on some of the points took place.

Tamara asked if developers were allowed to build what they wanted rather than what the residents wanted or what was required.

Cllr. Anderson explained how the housing figures are worked out, what percentage Adel needs to take, what an Inspector will look for i.e. a 5 year land supply.  City wide the target is for 70,000 houses but developers are arguing for larger numbers and want the Council to set aside land for the figure they determine is the correct level.

The Council will soon be issuing for consultation the sites they feel would be most appropriate for development. Ultimately this will lead to a Public Inquiry before an independent Planning Inspector.

We do need to develop the Neighbourhood Plan as soon as possible.

Geoff Steel suggested that we might do an interim plan as an outline to show we have started something. Cllr. Anderson said this would be a good idea.

2 Clarification of the  Neighbourhood Boundary

Ian explained the history of how the boundary for the plan has come about. We may have to redraw the boundary as the historical Adel Parish Boundary is at variance the boundaries of both Bramhope Parish and Alwoodley Parish Council areas. Leeds City Council are using the Adel area as a test case with the Government to get issues like this highlighted so that they can be resolved to everyone’s satisfaction.

It is proposed to write to the Electoral Registration Office.

3 Adoption of the Constitution

The Constitution was adopted subject to an amendment to Point 15 in respect of notice required for meetings. The need for 14 days notice for a steering group meeting will be removed. The need for 14 days notice for an Annual General Meeting remains and in addition 14 days notice for a Special General Meeting will be added.

The Forum needs a Treasurer and Johnny Abraham expressed an interest in the role.

4 Focus Groups

Ian explained what the Focus Groups would be and the need to have Focus Groups that can start to meet. Each Focus Group lead will endeavour to get members on board.

Caroline will write to those who left their email addresses on Saturday asking if they are interested in joining a Focus Group.

Tamara volunteered for the Education group and any others that needed help.

Allan Dawson feels we need to ensure that the people who live on the west side of Otley Road need to be included so we should try to hold some focus group meetings or another consultation day in Adel Methodist Church Hall.

5 Community Infrastructure Levy (CIL)

Ian explained what the CIL is and how this can be obtained for the benefit of the community once the developers start to pay the CIL.

6 AOB

Cllr. Anderson put a proposal forward he had received from a resident who wanted the Forum to put in an objection to the Bodington development on highways grounds. The meeting agreed that this was not within our remit or our constitution and individuals would have to object separately.

Ian read out a letter from a young lady who had attended the Open Day on Saturday 20th. Ian will respond to her.

Successful Adel Neighbourhood Forum Open Day

The Neighbourhood Forum conducted its first public consultation on Saturday 20th April at Adel St John’s Church of England, Primary School. This gave the opportunity for Adel Residents and others to express their views on future land use in the area and other issues arising from these developments.

We were advised that a successful day should attract an attendance of 100 persons; in the event 138 people turned up and more importantly they more than filled the response boards with their views.  These views will be collated and analysed and form the basis for further research by six Focus Groups.  The Groups will cover the main issues such as Housing, Traffic, Education Provision, Heritage and Environment, Community Services and Business Support.  If any of these topics interest you please contact me on the e-mail below.

To provide a flavour of the messages received, some of the wide ranging issues are listed below.

Residents wish to retain the leafy, rural character of Adel and protect the green setting of Adel Parish Church and other listed buildings. There were views on footpaths which link up green space and cycle ways.

In terms of housing design, a high level of support was received for maintaining the character of Adel i.e. individuality amongst its properties. Strong themes came out on the type of housing required and in some cases the desire for smaller properties e.g. bungalows. Affordability was a theme for younger people to remain in the area or move back to the area. At the other end of the spectrum there were messages proposing sheltered accommodation, perhaps warden-assisted care.

Clear concerns were expressed on the challenges of being unable to find a place at the two excellent Adel Primary Schools which were already oversubscribed and faced increased demand due to development.

Church Lane/Adel Lane has particular traffic problems being a “rat run” for commuters and with sport being played on Bedquilts fields at weekends. Sometimes speed is an issue and at other times not being able to move is the problem. Some worries were received on the impact of the New Generation Trolley Bus on the current no. 1 and no. 28 services.

A view was expressed regarding the lack of an identified community centre where residents could meet and access services. Also a need for a place where children could play safely was proposed.  There was also suggestion for a skatepark which raised conflicting views.

In terms of Businesses and employment High Speed Broadband was seen as particularly important for home based businesses and those with premises. Also helpful would be an Information Centre for business people to access services and network together.

Background

The purpose of the Adel Neighbourhood Forum is to give a renewed sense of ownership to the Adel Community on land development issues and also to ensure that local people have a strong influence over the future design, layout, character and mix of future developments.

The Vision will be to ensure a sustainable future for Adel.  A key factor is to define a clear identity for the area which would be for the benefit of the inhabitants and would also foster a spirit of pride in the local community.

There is a close dialogue with Leeds City Planning Department and a Neighbourhood Plan will be produced which will be the subject of a Community referendum. The preparation of the plan will help create new and lasting partnerships, for example between public services, businesses and the voluntary sector.

The Government has two goals for neighbourhood planning: one is that local people will have influence over where development can go and how it might look; the other is that neighbourhoods will be more welcoming of development because of a renewed sense of ownership.

Leeds City Council’s Vision for 2030 is to be the best city in the UK.

1) Leeds will be fair, open and welcoming;

2) Leeds’ economy will be prosperous and sustainable; and

3) All Leeds’ communities will be successful.

1 Welcome

Ian Bond welcomed everyone to the meeting and gave an overview of the Forum and its purpose. Ian and Nick offered to Co-Chair these meetings. We are currently at the early stages of trying to pull a Forum Group together.

2 Progress to Date

Nick explained that the relationship with Leeds City Council (LCC) is growing and two officers have a full time remit to provide support to the Forums that exist throughout Leeds. The suggested Boundary for the Neighbourhood Forum area was put out to consultation and we have been asked to “tweak” this at each side. LCC will suggest changes to the boundary and we either agree or not. Following the boundaries being agreed there is a consultation period of 3 weeks. We then need to ratify the Forum and 21 people are needed for this. Their names are submitted to the Council who check that we are fully representative of the community and show that we have given everyone the chance to participate.

Our allocated officer is Ian Mackay and he will attend a steering group meeting in a couple of weeks.

A public consultation event is planned for Easter.

Sarah Rushton (Steering Group) explained that we need to consult as widely as we can within the community and get feedback at all stages. We need to find out peoples’ views on what they are concerned about and what they want to see for Adel. All this will feed into the plan and the small focus groups will work their ideas. If our consultation is not done properly the plan will fail and will be worthless.

Questions were raised and comments made:

Sarah suggested working with the schools and involving children. Ian agreed we should and both Head Teachers had been sent letters to find out how they can contribute. Demand for school places needs to be factored in to the plan. Should we make provision for a new school?

Cllr. Anderson raised concerns:

We need to have a view on the Core Strategy as a Group and we need to submit comments by middle of February when the consultation closes.

The Community Infrastructure Levy (CIL) is due to go out for consultation in February after the Council’s Executive Board meeting in February and we are entitled to 25% of money which could be up to £90 per square metre of land built on by developers which comes back to the community to spend.

David Wilson Homes are going to use a lack of a 5-year land supply to apply to build on the PAS site opposite Adel Church.

Sarah explained the different Policies that the smaller Focus Groups will be able to use that are already in existence within the National Planning Policy Framework (NPPF) and can be drawn from as the over-arching policies are already in place.

Action – Sarah to give Geoff Steel the Policy on Transport.

People can join Focus Groups in areas of their own interest.

John Hartley will be responsible for publicity for the Group and marketing everything we do within the community.

3 Proposed Structure

Sarah proposed that Ian and Nick be officially elected as Co-Chairs. John Hartley seconded the proposal. This was agreed.

In respect of a Treasurer this was postponed as currently we do not have any funds. Any funds we do get can be lodged with the Adel Association meantime.

Caroline Anderson agreed to be the Secretary.

Allan Dawson asked about a blurring of the boundaries, Ian explained we had used the Adel NDS as a starting point. Nick explained that anyone on the fringes can have a say on anything inside the official boundary.

Ian Mackay has received our draft constitution and agreed that it is fit for purpose. As we are not a company limited by guarantee and a community group, we need to get the Council to take responsibility for the Group’s activities.

4 Focus Groups – determining composition.

The Focus Groups need to start coming together now. It was suggested that:

Allan and Kate as the two school representatives take Education.

  • Nick takes Design
  • Geoff leads Transport
  • Paul Simkins takes Public Amenities
  • John Hartley – Publicity

Sarah will feed information through to the Focus Groups.

It was also suggested that we need to involve Adel businesses.

Sarah mentioned Planning Aid – a national body who help groups with their plans but they are waiting on funding being confirmed in March 2013.

John Hartley set out what he was looking at from the publicity angle:

We also need to consult with the Statutory Bodies – Police, Fire Authority, Water, Health etc.

We have 2300 homes to reach in the community.

Nina offered the Pharmacy as a place to publicise the Forum and meetings/events etc.  John would also like to consult with 3 other groups:

Older People (we have a link with OPAL)

18-25 year olds age group – digital approach

Businesses – we need to talk to them.

Allan suggested John also look at Higher Education.

Constitution- draft constitution circulated. Geoff Steel said this was an amalgam of a number of draft constitutions. It has been considered by Bruce Buchan, a retired judge and is seen as acceptable for our purpose.

Comments-Legal status of Neighbourhood Forum may be worth exploring to safeguard individual members. Two possible options are Company Limited by Guarantee or Community Interest Company

Proposal- Draft constitution to be considered by members and to be confirmed at next meeting of the forum. Any comments or suggested amendments to be passed on to Geoff Steel.

Organisational Structure; roles and responsibilities- Steering group have suggested a structure in which the full neighbourhood Forum would meet on a quarterly basis with bulk of work being undertaken in focus groups. Steering group would meet more frequently to address any urgent issues and to ensure coordination of focus groups

Leadership; endorsement – Nick Brown and Ian Bond recognise they have assumed roles of Co-Chairs as means of getting proposal to establish Neighbourhood Forum underway. Role of chair of forum will be kept under review but they are suggesting no change for at least next three months.

Similarly the steering group formed to undertake preliminary work was drawn from individuals approached with relevant levels of interest or experience. This group has undertaken a significant amount of work but would not wish their proposals to be seen as definitive – these are for the Neighbourhood Forum to determine. Composition of the steering group is not fixed and any members of the Forum are invited to contribute

Comments- This was agreed.

6.3 Focus Groups- Proposed Focus Groups were circulated with requests for preferences to be indicated prior to 19th Nov. It is expected that the bulk of the work of the Forum

will be undertaken in the Focus groups, feeding into the full Neighbourhood Forum  for endorsement.

Terms of reference for focus groups to be developed. It is recognised that the focus groups may overlap or that specific issues may emerge from a focus group that may require a specific level of consideration. In all cases it is important to draw on whatever relevant experience might be available within Adel or beyond and not necessarily confined to members of the Neighbourhood Forum.

Comments- In principle agreed. Should there be a specific focus group to consider what type of housing provision is required in Adel?

7.0 Any other Business-  Letter has been received from England & Lyle, Chartered Town Planners on behalf of Stirling Investments who own site ref:3360 which is the existing Cookridge Hotel and golf course. They are looking to develop part of site which is currently green belt and within the Adel Neighbourhood Plan area and wish to work with the Neighbourhood Forum on their proposals.

Comments – With the proposed number of brownfield sites in Adel, this should take pressure off the need for green field sites to be utilised in Adel.

Action- Letter to be sent to England& Lyle suggesting contact with Planning and to invite meeting with the Neighbourhood Forum when fully constituted.
